The audited Phase 199 candidate, review, context, lens and matrix input projection is unchanged from the retained Phase 189 record set; the same immutable record-set identity is therefore reused rather than duplicating identical records.

A retained record set is stored as a literal declared audit-input projection tied to a release identity. Later releases do not rewrite that retained payload.
A digest detects changes only in the declared public fingerprint input fields. It is not a cryptographic signature, authenticity proof or statement that every source field is unchanged.
